I want my child to take the A Level exam in a junior college next year. How do I allow my child to gain admission to year 2?

My child has already took the O Level exam last year and achieved 18 points. However, my child was not given a place in a junior college but instead was posted to a polytechnic.

I want my child to take the A Level exam. Could you give me any advise on what I should do or who I should approach to request for admission to junior college year 2 next year January 2017?
